If you're interested, you can check out the International Diploma in Crochet offered by Pauline Turner. The learning course covers a wide variety in the crochet world, including designing. It's not free, but if you're thinking of writing instructions for publications, it might be a tax deduction (check with your tax accountant!)
Otherwise, to experiment on how to get the pattern from your head/crochet hook onto paper, you can try using a voice activated tape recorder. As you do each section you can record what was done and later transcribe it.
If you are a member of the Crochet Guild of America (www.crochet.org) you can apply to become an Associate Professional member at no additional cost. There you'll be paired up with a mentor to help you reach your goals. I highly recommend attending their Professional Development days that they hold at the National Conferences (next one will be in 2008).

I don't think you need to go on the web to find out. I write down what I have done each row when I create a new garment, just like standard patterns, so I can recreate it again if I want. Most of my projects are one of a kind.
If you design something and feel the pattern is worth publishing try submitting it to one of the Crochet magazines such as Interweave Press Crochet...

What sort of items do you want to make? Clothing? Afghans? Or a variety? I agree with the first responder. If you have designed something, just write it down exactly as you have done it. I find it helpful to write down each step as you go because trying to figure it out afterwards is difficult.
Perhaps your question is more how to get these patterns published? If you have patterns that you want to publish yourself you can use a service like lulu.com .

there is knitting/crochet design software available at www.greatknitdesigns.com
there are 3 programs there - sweaters and cardigans, ponchos and afghans, basics (which does trousers-dolls clothes and animal jumpers. all 3 are free downloads.
