When your cpu goes to 100%, it's not just slow. You need to locate what is causing the cpu to peg. Since you have Task Manager open, use it.
Use the processes tab. Click on the cpu heading to sort by cpu and see which process is using the most.
Repost with that info. What happens next depends if it is a legitimate task or not.
You might have an infection. You might have an application that's in trouble.

doesnt mean anything really, your ram just isnt very big, or it may be, but you have too many programs running at once, like if you have ares or limewire or both running, 3 different messangers, you playing halo(or just have it minimized), and you are surfing the internet, at the same time, your cpu usage goes up, try to cut down on doing too many things at once. if your want it to run faster, get a better ram. other than that, just slow down, and your computer wont slow you down. if you arent downloading anything, close the filesharing program, same with messangers, games internet ect. if you have a buncha spyware or viruses running in the back ground, this will also use up cpu usage, and is eventually what most people complain about when they say my computer is running too slow, you may not notice the adware, cause it may not even pop up, but you can always have it running in the back ground,

Find the process that is causing the cpu to go to 100%. Then remove the program, or go to start/run and type msconfig go to startup tab and deselect it, or deselect all. This should stop it if the problem is program related. If it is system related, find the procees that is causing the 100% cpu usage and post it here or in a forum to get help...
Bear in mind that idle process should and will go to 99%, this is normal, and means the cpu is not in use, just idle.

It needs to be cleaned of uneccessary junk that you don't need. Use these tools to free up some space on your hard drive:
BE SURE TO DO THE FOLLOWING WHEN YOU AREN"T USING YOUR COMPUTER FOR OTHER THINGS!
Disk Cleanup (do this before Defragmenting):
Start>AllPrograms> Accessories> System Tools> Disk Cleanup
This cleans up unneeded files on your computer
Disk Defragmenter:
Start> AllPrograms> Accessories> System Tools> Disk Defragmenter
This regroups files which get separated for better system performance.

More RAM or a new CPU. Using Linux instead of Windows might help too in some cases.

You need to increase your paging file.
This can be done by doing the following:
go to http://www.serverwatch.com/tutorials/article.php/2178941
Another issue could be, you don't have enough RAM or processor speed. Both can be bought at http://tigerdirect.com , its a great site and is also where I get every one of my parts from.

Your PC is shouting "I NEED MORE RAM, MORE RAM!!!". Expect awesome performance when you get to 1Gb, especially in dual channel mode.
