California overall receives about 30 to 40 inches of rain per year. India overall gets in excess of 300inches overall. Mumbai got about 33 in in one day.
Are there plans afoot to harvest and manage such heaven sent volumes of Clean water?
California is full of lush green farmes and golf courses and managed lawns .
No doubt it takes money to achieve the same kind of ambeiance, but we as people should start hounding our politicians and demand certain basic needs

I don't think Law & Ethics is the best place to post this question ... it may be more appropriate under category the Environment.

Nothing will get done until enough people with a common interest get together and lobby for relevant action.

Loss of fresh water availablility for planet Earth has become such a serious problem that the United Nations has taken it up as a cause. You might find info of interest at some of these web sites

Just use the UN web sites for info on the situation, then work with environmental interests outside of the UN.

The UN is the world's biggest beaurocracy, bigger than the US government. The bigger a beaurocracy gets, the less it is able to do anything.

It actually does not require that much of money. If a small or narrow portion of every cemented area such as compounds, pavements etc is dug up and covered with gravel rather than cement, it would capture substantial quantities of rain water which would raise ground water levels within one year. In compounds, metal gratings can be placed over the gravel so that parking spaces are maintainable. Roof top RWH in every city building should be compulsory to trap monsoon rain water. If the govt gives tax breaks to manufacturers of such equipment, the costs would come down substantially and be affordable to all. In Chennai several companies manufacture low priced roof top RWH kits. The public should make their Societies, offices etc adopt such techniques and the govt should implement the pavement gravel pit method as well as roof top systems in all their buildings. Believe me it does not cost that much. The same can be done to harness our over abundant solar power. For this too the govt should exempt solar lamps etc from taxes, octroi etc.
