No

a browser is Internet Explorer, Firefox, Netscape

They are definitely different than a search engine. A browser is anything allows you to view websites or "Browse" the internet. It is what takes you to the search engines and lets you view pictures etc.

It decrypts the language of the web to webpages with graphics and words that we can view and read.

Basically, it is the program you are viewing this web page with.

A search engine (such as Google, Yahoo, Altavista) searches for other websites using a specified criteria, but the actual search engine is a website that is viewed in a browser.
