They say a lot of things: whether you were truthful on your resume/application, whether you're reliable/trustworthy/employable, whether you've ever had problems with the law and whether you've been honest about it.

They verify the types of jobs you've done in the past. An indication of the types of talents and skills you may already possess.

They indicate whether you're someone who stays on one job for 10 years, 3 years, or someone who switches jobs every 3 months. Employers naturally don't care to train someone just to have them turn around and leave immediately.

They also can indicate whether you are eligible for re-hire at a previous job. That's basically like asking whether the past employer would recommend you for employment.

They are looking to see if you have an arrest record. If so, what? They can also look at your credit.
