Always comes off the top. There is a reason for everything. How is it in a hotel room? How can you see where to tear, if it comes off the bottom? Always comes off the top.

O.K., check this out. I am the (I mean THE authority) on toilet paper! The resort industry standard is for the paper to come over the top. This is aesthetic and functional but if you have a cat it is also the easiest way to teach him an entirely hilarious new trick that gets old at about midnight. It seems that the sight of the paper "flowing" over the top is just too much for them to resist and often the recipe for disaster in the bathroom. It is a hassle to scoop your last roll of toilet paper off of the floor when its too late to get more and one of the kids (The same kid who learned the same trick just two years before but you cant give the kid away...well you shouldn't anyway) has a need for exceptional quantities immediately.
Anyway the hospitality industry says over the top and anyone who says different just doesn't know!

It doe not actually matter for it is a personal preference in most cases.

The one instance where I would recommend bottom is where ther is a hot air heating vent (applies to a home with a forced air heating syster) below the holder. If the paper dispenses over the top, it will unravel when the furnace blower comes on. You will have toilet paper all over the floor and in the toilet if the seat is left open which is wastful and can be quite a mess to clean-up.

Otherwise it is personal preference.

Over the top unless you have a cat then it is from the bottom. The cat will spin the toilet paper roll and all the tp will be on the floor.

This is a popular one....from the top, as the dirty hand may grab the paper which is hanging at the bottom, so thereby contaminating it, for the next wiper! However, life is short and we have much more serious things to worry over.

Over the top. This is especially true if you use 2-ply paper with a design. If you feed over the top, you see the design. If you feed from the bottom side, all you see is the white sheet.

From the top. When i worked at a restaurant i had to change the tp and there was directions in the holder that said hang from the top towards the toilet.

the bottom and if youre a guy, I am surprised you even asked this question! I can't even get my fiance to think about putting the roll on, let alone think which way it should hang.
