Presidential elections are determined by total national vote only, i.e. one cannot "win" one locality and "another." Voter turnout must be over 50%. The winner of the elections needs an absolute majority. If no one gets an absolute majority, top 2 candidates by percentage will face each other in a runoff with the winner taking the office of president. Though all of this might not matter depending on what Putin does.
