Ok the friend who took the picture told me some more details:
- He THINKS it was freshwater but he isnt sure.
- He estimates that it was about 8 inches across. He said it was a big fish.

Is it a saltwater fish? Looks like it might be a garabaldi: http://www.saczoo.com/3_kids/event/images/24_garabaldi.jpg , http://www.tropicalfishoutlet.com/FishSpecies.asp?FishSubCategoryID=269&FishType= (about 13-14"). It's difficult to tell much about the fish without knowing the environment, size, or markings since the view is almost head-on. Garabaldi are usually more orange than red, and juveniles often have blue spots (see the photo in the second link).

Could you provide some deatails about size and environment if this doesn't seem to be your fish?

That is a Garibaldi and is a saltwater damsel commonly found in the pacific along the California coastline down through Mexico.
