Congress of Vienna is chocolate cake; here is recipe
whole hazelnuts
nougat paste
almond paste
cognac, Amaretto, Kirschwasser or other alcohol for flavouring
high-quality bittersweet chocolate
(coconut butter)
high-quality milk chocolate
Taste the hazelnuts to ensure they are fresh, not rancid. If the hazelnuts are not blanched (ie they have their thin brown skin on), they must first be peeled. Blanching hazelnuts can be a pretty messy and frustrating job, so you might be better off buying readily blanched hazelnuts, as long as they are fresh.
To help to peel the nuts, they are toasted in oven. Spread the nuts on a wide oven pan in one layer. Toast them lightly at 175 °C for about 6 minutes or so. They may need a much longer time to toast, depending on your oven. Watch them carefully the whole time, they burn very easily.
Wrap the warm hazelnuts in a coarse, thick towel and let stand for a couple of minutes for some steam to build up inside the towel. Then rub the hazelnuts against each other inside the towel to loosen their skins. Separate the nuts from the skins.
If using readily blanched hazelnuts, lightly toast them in oven as described above — toasting enhances their flavour. Spread them on a plate to cool thoroughly.
If the almond paste is hardened, soften it by kneading it with your hands. Flavour the paste by mixing in some cognac, almond liqueur, cherry brandy or whatever you like. Do not add too much liquid, so that the paste will not become too moist and sticky.
Cut the soft nougat in flat pieces and wrap one piece around each hazelnut, forming a round ball (see the pictures below). Work quickly, so that the nougat will not melt or become too sticky. Place the covered hazelnuts in refrigerator to harden.

After Russian and its allies captured Paris(spring 1814) there was a Vienna congress:2 emperors, 4 kings, 2 princes,2 grand dukes,450 diplomates were assisted at the congress. The conversation was hard, because 3 most powerfull states(Great Britain, Russia, Austria) had differnt desires.
But first of all old dynastys,which were expatriated by Napoleon, were agreed to rain agaun(as Burbones in France). And it was said that any revolution in Europe should prevented by all forces.
The hardest q-n was: what new territory each winner would get: for example Poland(ally of Napoleon) was wanted with Russia, Austria and Prussia. Rus. Imp. got it in the end.
So, the congress was not an easy, but it was a little speeded with Napoleon's escape from Elba island(where he'd been sent first) and his coming back to Paris and then Waterloo battle.
In the end(1815), the pact of the Holly unit (russian emperor Alexander I madeup it) was signed. *by the way, it's pretty funny document,because it sonds(i've read it) like hippy stuff: love, all european brotherhood, the Bible lows etc*
The basic regulations of it were:
*international support for the Holly unit's members
*the inviolability of borders and dynastys
*the resistance of slave-trade
Russia. Prussia, Austria, some other Italian and German states(and some other European contries but not Britain) were members of the Holy Unit and its system. This system was ruined by Crimean war(1854-56). This system wasn't working perfect because it's members had different pretensions and european policy.

The Congress of a group of European powers after the Napoleonic War and chaired by the Austrian statesman Klemens Wenzel von Metternich. It met from September 1814 - June 9, 1815. The prupose of the whole thing was to settle the issues and redraw the political map of Europe after the war. The discussions continued even after Napoleon escape his exile and continued the war. They made the final treaty just days before the Battle of Waterloo. The participants were Britain, France, Austria, Prussia and Russia.

The Congress of Vienna was basically a series of meetings to decide the future of Europe after Napoleon was defeated at Waterloo.
The European map was redrawn and Europe was reshaped politically as the Bourbons returned to France to rule once more.
States that once existed were gobbled up by other kingdoms and Europe was at peace for now.

oh my God i love History and im sad i dont know the words i should use to answer you question i meant i dont know what the word is in English because im Brazillian and my English aint thta good if you know what i meant but i can say Congress of Vienna was made in 1815 after Napoleon was derroted in Europe and it wanted to restaure the absolutism on the continent
