I live in So Cal. It's more like an irritating drizzle here.

This is a two part answer...part one, there was an old expression which meant when bad things happen, they seem to happen all at once (feast and famine is another example). So, when they want to refer to this, they say, "when it rains, it pours", meaning that you usually don't get just a little bad, it usually comes all at once.

Part 2: the Morton Salt company decided to use this slogan/saying to promote it's salt, which had a container designed to keep out moisture so that when it was humid outside, the salt wouldn't cake up in the canister. To show how well it kept the salt dry and the grains apart, it said, "when it rains, it pours", an already familiar saying and one easily associated with their ever-pourable salt. This is why the little girl on the salt label is wearing rain gear and using an umbrella, which has become the company's trademark/logo, to show that even if it rained on the canister, the salt would still pour...while invoking the old expression at the same time. Using a word, picture or expression to remember something not normally associated with it is called a mnemonic.

Depends on where you are. it pours in West Texas, The first
time I was out walking in the rain, a raindrop hit me an almost
knocked me out. But in the Midwest it sprinkles as it does
everywhere directly below. Portland had a mist going on and
in Arizona.... well.. it is even finer than mist.

Sadly, it's usually just a sprinkle. But on a personal level, it rains.

Are talking about Morton's salt?

I heard a cute story about when people used to live in house with thatched straw roofs, their pets slept up on the roofs. When it would rain really hard, they would slide off the roof; hence, the origin of the expression, "It was raining cats and dogs."

I love the rain, but if we are talking about the rain that brings problems...Well, My luck it always pours and has lightning and thunder...It is pretty scary:)
