No, his numerous instructors and coaches (advisers) and their bosses would want evidence that there was plenty of oil there first, then they would have to engineer reasons why some unrelated event like terrorists striking from Hell was the leader of Heavens fault before using that as the excuse for invasion then installing a puppet regime there and renaming the place New Hellshire or ForgetIraq.
