Well since the difference is ONLY $14 to $30 a month, which is clearly insignificant pocket change for you, why not pay for the service yourself? You are not burdened by car payments, house payments, property taxes, phone bills, clothing bills, food bills, utility bills, etc and for you this is insignificant.
Be prepared to shell out $100 for a low grade router, another $50 for virus protection, and other costs too.
Finally make sure they know you will put the pc in a public part of the house where all can see what you are doing and that you are not getting onto sites where you should not be.

Offer to pay for it. Your parents are not your personal bank account and maybe you think they're cheap but you don't really understand the expenses they have providing a home and a life to the whole family. When you grow up you will understand that everything has a price.

My parents were not cheap, but just liked paying 3 dollars less before I got my high speed. I had to do a lot to convince them. I told them it is a lot faster. And if your parents are not computer geniuses, you can tell them that if you use dial up your computer catches a lot of viruses, lol. Anyways, good luck!
