As Commander in Sheik, Bush has the legal authority to order military action for a limited duration (last I checked, 90 days).

However, Bush is limited in terms of how many troops he can deploy, and how much he can spend on any such deployment, pursuant to ther War Powers Act of 1973.

"(c) The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, are exercised only pursuant to (1) a declaration of war, (2) specific statutory authorization, or (3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces."

Greetings. of course they would dare. none of their children are serving there, so what do they care? What is the American interest in Iraq? I mean other then the obvious, to steal their natural resource, oil, for our own super wealthy oil interests? What are the risks involved? Well for one Iran is not a small nation like Iraq is. Iran is not defenseless as Iraq was when we invaded. Iran is now alerted that the U.S. no longer honors any of its committments to international rules of war so will no longer expect the U.S. to behave as a civilized nation in war. And since we no longer honor the international rules of war such as the Geneva convention, or the Hague accords of world war 1, or any human rights acts we have signed on. Iran will not be obligated to follow them either. Which means one in the military had better not allow themselves to be taken alive, they would not survive being a POW in Iran anymore then a prisoner we take will. Total war with no mercy shown or expected. Nasty way to go. You can expect if we attack the Iranian civilians as we did the Iraqi that there will be a lot more American invaders killed with new weapons that Iran has obtained from Russia. including the new sunburn missile that if anywhere near the capability claimed would mean you should heavily insure anyone you have on one of our aircraft carriers there at the battle front because they are about to become obsolete. we have no counter for the sunburn missile. Technically and legally the Iranians would be justified in using our own rules in their fighting of us. which means that terrorism could actually erupt here on our own mainland and death be dealt as calously to our civilians as we are so willing to deal it out to others. Another cost is the comment made by the leader of Russia that if we started using nuclear weapons on Iran that the Russians would start using them on us here in the homeland. they claim they will not allow the U.S. to start a nuclear war that could result in the death of everyone on the planet. They say they will not allow the opening of Pandora's box by the U.S. or anyone else. Since we are the only nation ever to use weapons of mass destruction like nuclear weapons on humans, the Russians have no doubt that our insane leaders will do so again and are promising that if we do, then it will be not the simple bomb the civilians there and get away with it. Will be a nuclear payback sent to us courtesy of the rest of the world that would much prefer to survive our stupidity and greed. Which incidentally would make Russia a hero in the eyes of the rest of the world that fears, with justification, the new Nazi Reich being born here.
