Have a Ford Focus that is leaking power steering fluid. The "boot" on the rack is torn, was wondering if this is the cause of the leak or is the boot only a dust cover.. Is there a seal inside that is causing the leak?

you may need to replay the power stereing hose. the boot is a separate problem that should be addressed as well. the boot prevent dust and debree from entering the CV joint housing.

I had a Ford tempo that I had to replace the rack and pinion, the boot was cracked as well.

Use your warranty and tell the ford dealer to do whatever it takes to fix it.
