Can I do it myself by turning off the circuit breakers in the house and matching the color coded wires together? Or is there more to it than just that?

I've installed many ceiling lights/fans and that's all you have to do, just match the wires, twist them together in a clockwise direction, then screw on the wire nuts (usually enclosed with the fixture) I also like to tape my wire nuts with electrical tape for extra security...
Also, if you don't live alone, be sure to mention what you're doing to everyone, and even tape a "reminder" sign on the electrical box NOT to turn on the power...you don't want to be "surprised" with a nice jolt!

That may not be a good idea.
The most common mistake made by people wishing to change their light fittings, eg bulbs for spotlights etc, is that they take down the existing light and ceiling rose without marking or taking note of where all the cables went.
Then comes the mistake, they join all the reds together, then all the blacks, earths are connected, switch turned on and "PING" the fuse blows or the trip-switch flicks off. Why ? Well, 99% of the time one of the black wires belongs to the switch cable that controls that light. Both wires, red and black, are live wires in a switch . The black wire for the switch should have a little bit of red tape around it, or a little red sleeve on it. This makes the job of identifying the switch cable easy. If there is no such labeling, an indicator is necessary.
Make sure you mark any wires and cables yourself when necessary.

HIRE AN ELECTRICIAN ... it takes a lot more than just 'attaching the wires' to like colored wires ... and most cities actually have 'codes' that require a 'ceiling or wall fixture' to be installed by an electrician.

You can certainly do this and you should. Are you in the US? I don't think the one about all the red wires and black wires with red tape and stuff is. If you are and all you have is a black, a white, and a bare ground, you're fine. If there are other wires wire-nutted together in the box, leave them be. If you see something else, ask for help again.

It depends.Modern lights usually have a small white plastic wire fitting which the house wires go into, and you fit light wires into and screw to wall or ceiling.But if not just match the positive(usually red, and negative(greeen or blue) and black (earth), and fit.If all else fails, check with a lighting shop.
