Bush can't give our money away to anyone.
Federal funds are controlled and allocated exclusively by Congress (See Article I Section 8).
Thus, Congress must first authorize the funds to be spent. Then they can give someone (the president or anyone else) the authority to decide where or how to spend it (discretionary spending) or they can explicitly specify where and how the funds must be spent (non-discretionary).
So, it's Congress who is allowing our tax money to be given to foreign countries.
