I had thought Sudan so that I could end the suffering in Darfur but I think that ruling Mexico would be far more fruitful.
1) I'd dump the ruling family structure they have. They are the reason the country is so poor. They've got to go.
2) Raid the US for every manufacturing job I could pull south of the border. In the meantime put those millions of people trying to sneak across the border to work at better wages than they get now.
3) Start to make and keep the money in the country and create a tropical paradise.

what a wicked question . well it would be France, its a great country , but the french spoil it somewhat, with puff pastry and being french and not shaving n they smell a bit :) .
