I would say Airplane!
The movie was not only funny in its own right, but inspired "that" type of comedy in the Naked Gun, Scary Movie, Navy Seals, etc. series.

The funniest to me are Spaceballs, Porkys, Ferris Bueller's day off, Airplane, Sixteen Candles, Better off Dead, One Crazy Summer and Uncle Buck.
