First of all, what that person is doing is called sexual harrassment and is illegal. You need to go to your supervisor and file an official complaint, and don't let them talk you out of it! By not reporting it, this person believes he is 'safe' and will continue. If you don't report it and keep putting him off, it may drive him to try to rape you or somebody. This is wrong and is now against the law! You should not have to put up with it on the job. If your boss gives you a hard time about this, you can go to :
http://www.sexualharassment.com
and get a number for their hotline. Stand up and be strong. Don't be afraid to reject people! Other people need to learn how to treat you nice. You deserve to be treated decently and respectfully at work. You don't have to like or accept every single human being in the world if they can't accept you equally in return. Don't be afraid to stand up and protect yourself.

Tell him it is against your policy, to get your meat and your bread, at the same place. On the job affairs, is not a good idea! This has nothing to do with rejecting someone, but has everything to do with ethics.

You need to tell him straight up to STOP - If he continues, contact your supervisor, it's call harassment and he can loose his job.
