No you can not go topless in public places in Egypt, It's against the public decency act... you can get arrested for such behaviour.

Having said that, I have to admit that the mentioned act itself is a little bit vague and flexible... for example using the same outfit or behaviour in different places can result in different legal actions... while a Bikini is perfectly all right in Sharm or Hurghada, wearing one in down town Cairo or even a public beach in Alexandria will get you busted.

So within the same context I know that there are places in Egypt where female tourists do go topless i.e. in some private beaches within a predefined setting... and the authorities do tend to give a blind eye... this has been going on from as early as the 1990 on private beaches and resorts in the red sea region...

But I wouldn't recommend it at all... If you want to go topless... why go through the trouble of breaking the law in Egypt when you have other destinations where this is perfectly legal and welcomed... Spain will be a good alternative...

Yes, you can. The more expensive your hotel is the less problem you'll have. I say it as a tourist who were in Sharm-El-Sheikh. I saw some ladies sunbathing topless. Usually other tourists don't pay any attention to it. But hotel male staff might be specially attentive to you, staring or flirting.
Have a nice time out there!

You must remember you ARE visiting an Islamic country.... many of the guys that work in these hotels are from villages & have never seen a woman in a short sleeve dress let alone a bikini!! You can decide for yourself!!
Females who have no respect for this country & the culture tend to go topless..... The fact that you have posted this question indicates that you are not only respectful but thoughtful to!
Thank you for your consideration!!

Aretha Franklin said it best: R-E-S-P-E-C-T

Do NOT go topless in an Arab country, no matter what some of these idiots try to tell you. You WILL get arrested. It is absolutely forbidden, and the penalty is not just a slap on the wrist.

On the beach area, there were Europeans that were topless.
I think its a lack of consideration to others, especially ones with children.
