I am part of a seed exchange group and would like to know if this is acceptable practice through the mail system.

Some states allow it, others don't. There are many types of plants that are not allowed to come into California and a few that are not supposed to go out to other states. It really depends on where you live. You should call your county extension and ask them about it. They can give you the information that you need and keep you out of trouble. Happy gardening! :o)

Sure, I trade too. Contact my avatar for my list.
Fresh cuttings, wrap cut end in wet paper towel. put in plastic bag.
Same for rooted plants -- I root in water a lot.
Seeds, make an envelope of paper or buy small zip type bags.
To mail use boxes or Bubble Envelopes.
Mark the outside of the box/envelope "perishable, plant material, handle with care." Perfectly legal in the US
