I think the American people are being played but not how you say.
Howard Dean for instance whether you liked him or not was sunk the the leaders of Democratic Leadership Council, made up by powerful members of the House and Senate.
Thye didn't want him because he wasn't part of the beltway corporatist clique. He ptentially would have rocked the boat too much and messed up the cushy incestuous relationship our legislature and executives have with big business and to a lesser extent labor unions.
You also have powerful big business leaders like CEO's of multinationals that have huge power, both of the purse to fund them, drive policy and to fund swift boat type campaigns.

Each party attempts to manipulate the election, but the real power brokers are so self-absorbed, conceited and irrational that I'm pretty sure it's not a game where either side acknowledges the other. Each thinks they're boss in their own way: Repubs think they control industry and commerce through bribery and monetary favors; Dems think they control labor and legislatures through the dispensation of governmental favors to individuals and labor groups, with kickbacks an important part of their "system". Both major parties are festering waste products.

Clinton did not set up Bush Jr. to win. Chief Justice Rehnquist and Justices O'Connor, Scalia, Kennedy, and Thomas set up Bush Jr. for the win.

whoever raises the most money to spend on media gets the most favorable coverage by the media, and wins the campaign
once an elected leader, say the president, has no more campaigns and will spend no more money, the media turns on them in favor of the campaigners who have money
this is why the media otherwise inexplicably favored Bush from 2000 until 2004, turning a blind (or sympathetic) eye to his obvious problems, and then turned on him after 2004

The only conspiracy was between Bill & Hillary. They conspired:
1. 4 to 8 years of Billy
2. 4 to 8 years of anyone
3. 4 to 8 years of Hillary.
(However in defense of your idea, Bill & Hillary worked hard to defeat Gore. And they worked hard to defeat Kerry.)
I believe the Clintons are both the most evil of people.
BUT...... they are political brains. The most clever and cunning Politicians ever.
Woe to anyone getting in the way of Hillary becoming president.
