If the percent chance of rain on a certain day is 30%, does that mean 30% of the time it should be raining, 30% of the forecast area will have rain, or something else? Another way to put it is, if the chance of rain is 100% does that mean it certainly will rain during the forecast period and if it is less than 100% does that mean it may or may not rain?

It is a bet that there is a 30% chance that at some point in the day it will rain. There is a 70% chance that it won't rain at all.

Even if the chances for rain are 100% it doesn't mean that it will rain for all day.

Dan S is correct. I just wish I could convince my mother-in-law of it. She totally thinks of it the wrong way and insists she is right!
