either is correct a set refers to the set of course and each metal piece that wraps around each wrist is a cuff so a pair of cuffs is also correct.

a set of handcuffs is the accurate statement. A pair would be more than 2 and since a set of cuffs already consists of two it would have to be 3 or more.
Oh Lord, I think I just confused myself but what I've stated above is accurate.

Either one. You can have one handcuff or a pair of them. Just like you can have one pant leg or a pair of pants.
