The % concentration is the most confusing. It can be % by volume, by weight, or by mole.

A 6 % by volume solution is one in which the solute, acetic acid in this case, is 6% of the solution volume and the balance, 94% is water.

Basically in 100ml there iss 6ml of vinegar (acetic acid) and the rest is a solvent (i.e. water)
