The % concentration is the most confusing. It can be % by volume, by weight, or by mole.
A 6 % by volume solution is one in which the solute, acetic acid in this case, is 6% of the solution volume and the balance, 94% is water.

'Vinegar' is the name given to the solution as used in the kitchen.
The Vinegar solution is produced from 6mL (volume) of glacial acetic acid in 94mL (volume) of water

Basically in 100ml there iss 6ml of vinegar (acetic acid) and the rest is a solvent (i.e. water)
