I'm not sure, but the least charming for me: Paris.

There are several, and for different reasons.
Amsterdam for being so very charming in all ways.
Lisbon was amazingly picturesque.
Small, historical towns would be Brugge, Ghent, and
Annecy(F).
For romantic vistas, Positano, Italy.
San Sebastian and Sitges Spain are nice.
Mykonos, Greece.
If I had to pick one country, I'd say Italy for physical charm and maybe Denmark or Holland for social charm.

Charming....hmm we went to several stunning towns in France....St Cirq lapopie and Autoire are my personal favourites...like out of fairy tales.

Prague and Cesky Krumulov in Czech Republic would be another two

and lastly Montepulciano and Lucca in Italy
I have chosen mostly smaller towns as I think that they are more "charming" than larger places.......

Been to London when I was younger, seen Athens, lived in Ankara. But I was born in Istanbul and can not think of a better place. This city is an addiction. :o)

Greece. I sailed around Greece for a while, and my favorite island was Hydra. Everything was quaint yet gorgeous!!!

Also, I agree that Paris was sub par.
