No, the topless area is usually marked off and not near the clothed area, and it's guarded. No chance of kiddies sneaking in. =)

The Mandalay pool is ONLY for registered hotel guests - they check your room key with a computer when you go into the pool.

This is a cool pool for kids - as long as they're not really little. (I'm not an advocate for children going to Vegas in general, but....) It's got a wave pool and a lazy river ride - you could easily spend the whole day there.

LV is extremely family-friendly (for a single guy who is constantly told about the strip's glory days of old by relatives, this is a major dissapointment) and Mandalay bay is no exception. The topless pool is small and usually completely devoid of women, so the kiddos won't be witnessing anything lude by the pool. I think there are two other big, regular pools, so you ought to be fine.
That being said, I don't know a kid that doesn't come back from Vegas without some story about a lady with big boobs or a stripper or something. Sheilding the kids is going to be a difficult task. My first encounter with breasts was when I was eight at Caesars Palace. Me, my parents and brothers were riding th elevator back up from a walk down the strip and three buxom blondes hopped on with no tops. They chattered away, oblivious to the family standing with them on the elevator, and it was one of the happiest experiences of me and my borthers' youths.
