Hey I'm from Santo Suarez, Havana and to tell you the truth, communication is incredibly bad. The phones used are still the ones with the dials that you have to turn all the way and then let go and the internet is horribly slow and it's limited, rarely seen in common households. However, there are several computer labs in every major city which are available to tourists and the hotels are likely to offer internet connection as well. But again, communication is very bad and costly if you plan to make a call from the U.S. but phones are available.

Internet is available to foreigners in communications centres, usually one in each town. There is long distance phone access and internet, accessible by cards that you must buy at the desk. Cubans use the centres for email, long distance and to pay phone bills and buy phones and service.
