Mix some vinegar and baking soda together (make a paper mache volcano for fun) - this will give you a dilute sodium acetate + H2O. Boil some of the water off to make a more concentrated solution or boil all the water off to make sodium acetate crystals

Take some sodium hydroxide and mix it with glacial acetic acid. Or you can get it ready mixed in a "heat pack" pouch, the kind that has a clicker to trigger it. This already has sodium acetate solution in it and is cheap and much safer.

Sodium acetate can be purchased from a chemical supply house. If you want to make it yourself, you can neutralize acetic acid with sodium hydroxide and evaporate away the water. I would then recrystalize it.

Getting acetic acid of any degree of purity would require you to purchase acetic acid from a chemical supply house.
