Maybe they are non-verbally saying no to the evil by shaking their heads, and verbally communicating what they can get together verbally. It is that person's method of communication, and their habits. Just listen to what they are saying, if that is what concerns you.

If a person is asked a question which requires a yes or no answer, he will tend to nod for yes and shake for no.

However, if he is making a statement which is more complex and an opinion, I believe that he will tend to shake his head slowly during his response as a signal that he is making a statement that he believes but cannot prove, rather than indicating any negative or ambiguous response.

lemme tell u smthing brooo.... in dis wrld where values are dropped to da core nd evry1 feel dey r let own by deir respective govts ..... or wen sm guy higher up dan him is evil .... it happens psychologically for 95% of ppl tht they fell bad wins .......

But lemme tell u ... if dey did tht its deir fault dat evil won ...... also coz its ur responsibility to never givup until u win ...
