There is one huge issue you must keep in mind. The steroid issue and drug policy in MLB is a negotiation between MLB and the union. Nothing can be unilaterally implemented by MLB without the approval of the union. I believe the two sides are on the right path but still more work has to be done to ensure the game is clean, the fans deserve nothing less.

from here on out, there is definitely a strict policy -- and there should be.
as far as past instances, they werent illegal and everyone was on the same playing field -- meaning if they wanted to take them, they could have..
baseball has many "eras" -- their was the "Pitchers Era" back when the mound was higher and closer; the "Juiced Ball Era" where the ball were seemingly juiced and flying out of ballparks, and then there is the "Steroid Era".. is it a good era for baseball? No. But it happened. Lets move on. There will be more and more eras evolving in baseball... so players were juiced back then -- who cares! they werent banned substances then!

If I were a commissioner, I wouldn't suspend anyone for steroid use.
I would however, change their status in the game so that they can only sign one year contracts, only for the league minimum and are allowed no incentives/performance bonuses, personal services clauses added into their contracts.
They would not get any share in world series revenue and nothing from the union in the licencing of their name or likeness.
I also think I would put in something that hurts the club. They should be doing their own testing too.

I think they should be banned, however chances are that players are getting around the testing because not all kinds of steroids are known so not all are tested. New forms are always being created so testing is kind of pointless.

Since Barry Bonds is currently clean, maybe zero tolerance would have been the rule when he "used"..... That way, there would be no question at all and all users would have their records pulled back.

I say ban them for life in all sports not just baseball because it is everywhere! And as for Bond's yes he is an ****** but he has never failed a roid test!!! As I have told other people roids have been around for what 40-50 years so who is to say Aaron wasn't on them! Until someone is proven guilty they are innocent!
