You can't you havt to transfer them from Emarald or Ruby Sapphire

YOU CANNOT get the regies in diamond/pearl, you must emigrate them from ruby/sapphire/emerald n_n...
after you beat the elite 4, in sandgem town surf downward and you'll find pal park where u can emigrate your pokemons, but u can only emigrate 6 per day..

The only way to get the 3 regis is to transfer them from pokemon ruby, saphire, or emerald. I have the same problem now i cant get regigigas cuz i dont have any of the 3 games.

yes, you have to beat the elite for and get the national dex( the upgraded pokedex which u get after seeing all 150 sinnoh pokemon in ur sinnoh pokedex ). after u get the national dex and beat the elite 4, go to sandgem town and surf south east and u'll eventually find the pal park building. (u can fly to the pal park building once u go in it.) the way to get the regies is to use the pal park system to migrate the regies from ruby/saphire/emerald over to your diamond. oh yeah, to get the national dex, after seeing all 150 sinnoh pokemon go to sandgem and talk to rowan in his building.

you need to go to palpark and migrate.you have to have the national dex.(see all the sinnoh pokemon)
