the pokeradar is a pokemon-finding device that lets you find certain pokemon u cant see in grass without using the pokeradar. for example u can get larvitar, ditto, and a lot more pokemon using the pokeradar in grass than without using it. you get the pokeradar by completeing your sinnoh pokedex. to do that u have to see all 150 pokemon in the sinnoh dex which is different than the GBA games cuz on those u have to catch em all. on pearl/diamond u only have to see em. and if ur having a problem seeing a dialga on ur pearl, go to celestic town and talk to the old woman in her house and she'll show u a pic of dialga(which counts u as seeing it in ur pokedex). but im pretty sure she only shows u the pic of dialga after u catch/kill palkia after defeating team galactic. i hope im ur best answer!

talk to the guy where u got the pokedex thing and u use in on grass patches to find old pokemon once u get the national podex or rarer pokemon

its a radar that reveals hidden pokes in grass patches(sometimes can be a rare poke or a shiny) u get it from Oak when u get to pal park once u get national dex
