Being a girl who's lived in a city (non-metro) all my life and having visited most metros in India, I can confidently say it's the same way everywhere.
Dunno why the men are like that! Don't think it's the clothing. I was once returning from Ravan-Dahan during Dushehra when I was 12 wearing ghagra and a guy taking advantage of the crowd tried to pinch my non-existent breast. They touch your buttocks too as if you are public property.
What we need to change is the Indian man's mentality that he can touch and harass any woman in the crowd and then marry a simple, obedient bride his mom chooses for him.
Now that I am a woman, I never let any such eve-teasing go unpunished twice I've myself gone and confronted the culprits and don't hesitate to get my dad catch these vagabonds too.

Please donot spoil the reputation of Delhi by pin-pointing just Delhi. The crime rate is increasing all over India & specially in metros.See the example of Mumbai.
Yes Govt. is responsible for the state of affairs to certain extent ( Say 80%). But Delhites also have to be more responsible about there social responsibilities & help assist the authorities to prevent crime.
As far as CM goes , she can always sing "Sonia Gandhi amar rahey" & remain in power for ever.

Not only in Delhi. it is almost all the metro cities the crime rates are increasing. It is mainly due to unimaginable development of metro cities and police people are not in a poistion to give them protection . Only the ruling Govt. should take some action against these Crimes. Yours VRVRAO

I think delhites are by nature cowards. They have a problem at their hands , they read about it every day in the papers but instead of going up to the government and demanding an action they just sit back and let things be.
Whether its the crime against woman, the blue line bus mess its always the same story. If the citizens of Delhi take a strong stand against the issues facing them the government will have to take action.
I remember a line from a movie on the same "Agar government allow kare to police itni strong hai ki sehar ki kissi gali main koi gunda ek rumal bhi nahin chura sakta".
The onus lies on the citizens to force the government to rise from its sleep.

After Shelia dexith came as cm for the second stint her work is below normal in her attitude we can see that only she speaks but no action. And the other thing the police is controlled by the centre and the state has no control even though both are ruled by a single party.I think it is better for a change in the attitude it the capital has to be safe

Well there are some sick people out there. Lack of interaction with the opposite sex is the most common result of these actions. More over women these days are wearing as little clothing as possible (not say I am against it) and this attracts these sick men.
