Well, they say form follows function, so if it's not functional, then the design doesn't really matter.

Both are equally important. There is a question as to which area you have the most talent which might determine which way you should approach your "something".
I design things in my head all day long, but it's not until I put my hands on the materials that the engineering begins. You see, this is how MY talent works. I COULD explain my design to an engineer and he or she could engineer it- EVEN on paper, or now even, the computer. Which leads me to yet another aspect of making your 'something' a reality.
Suppose you are an ace at computer aided drafting (CAD), or whatever else is out there these days. Heck, with how computers work these days, both designing and engineering become blurred as one often. With 3D modeling I would guess that this is where someone else might be better suited to answer your question.
In oldschool terms though, it helps to be at the very least good at communicating your concepts to others where you might lack talent.
I am a vacuum cleaner expert. Now here is a good example of something where design can be designed well, but engineered poorly.
I'll give you an example. Take the Rainbow vacuum cleaner for instance. It has seen many variations over the years, but essentially does the same thing. To make a long story short, the Rainbow D4 was the king of vacuum cleaners. It had a super high grade motor in it and was engineered very well. The model which followed this was the 'E' model. It was very sharp looking and looked as if it was a new and improved model, but really it was just all show and no go- it had a much smaller, less powerful motor and was really a disappointment.
Both models did the same thing in the end, and perhaps only a good engineer could appreciate the D4 Rainbow. This is the type of person I am. I like good engineering over looks any day.

It is very important to strengthen your roots. And that depends upon the intelligent engineering.
This applies in every area of work. If the basic frame is strong then only the designer can work confidently and safely.
So at the initial stage, Yes, engineering is more important

Designer is also called a Design Engineer. Designing a new thing is a Design Engineers job. Deciding what material to use for it ,the process to manufacture it,etc is the Manufacturing Engineers job.

I don't know that there is a difference. I am an engineer by education and experience and I am a designer. Designing is what I do...an engineer is what I am.

I think that both are of equal importance. aesthetics is important because you catch the attention of people that way; and so the designer is needed. but also, it is iimportant to make sure that whatever you are building wont collapse or whatnot, the engineer is needed.
