Avoid actual clothing, because significant others (even those married for years) are notoriously bad at picking out clothing. Scarves, jewelry, works of art, etc. are better choices. Remember it needs to be portable and fit in your suitcase.
Definitely get her some Swiss or Belgium chocolate, but that shouldn't be your main gift.
A nice watch, scarf, or bag would be good, portable options. Look for things when you're there, set aside some time to shop for her specifically, don't get it on the last day there or in the airport. Try to get something that is unique to the country - not made in Thailand or something. Extra points if it is something you can't easily get in the states (for example, a swiss watch would be very nice, but aside from the $100 limit, you can get a swiss watch many places).
Other than that you know your girlfriend, we don't. You'll find the right thing. Just take your time and actually shop for it.

They have really cool athletic wear, like I have souvenir athletic socks from everywhere I can find them. Look in souvenir shops or outdoor markets. Get the really thin kind of socks so they're easy and light, and when you see a really cool jacket and some nylon soccer or sports shorts or tights,
get something like that. In Amsterdam look at the outdoor market that's in the east side of town, not far from Muntplein.
And walk down Albert Kuypstraat east of Museumplein.

yeah buying a necklace is nice but lingere is something she will never expect .

If it were me, I would love for my boyfriend to bring me back a necklace or a pair of earrings reminiscent of the city where he bought them (i.e. an Eiffel Tower charm necklace).
Mostly, you should buy her something that reminds you of her.
