I have been searching all over to find information on this and there really hasn't been any clear answers. It is a townhouse development of 200 houses. I would like to add shareholders to pay off investors, but would like to know if that can work. If anyone knows I would be very grateful.

I think this is a tricky road. You may want to consult a lawyer in how to go about doing this. You would have to find investors. You would need a legal document.
If you are serious, find a good lawyer. Ask for references.

In order to sell 'shares" in a privately held company, you will need the help of an securities type lawyer.
