Motor vehicles must have two headlights. Headlights must be lighted from sunset to sunrise. State law also requires headlights to be used in times when rain, snow, fog or other atmospheric conditions require the use of windshield wipers. They should also be used when objects 1,000 feet away cannot be seen. Bright lights must be dimmed 500 feet before meeting an oncoming vehicle or 300 feet before passing a vehicle. Headlights are required as standard equipment on motor vehicles just about everywhere, so yes, it's illegal. How well that's enforced depends on local law enforcement. If your state has a mandatory inspection law, it's illegal to drive a car without all required equipment (might also be illegal to have it parked in your driveway if it won't pass inspection).
Bottom line- fix the headlights, it's a lot cheaper than the fines.

The vehicle code requires at least one functioning headlight regardles of the time of day/night. Conditions may not require that it be in use at any given time, but it is still required.

if your automobile got here out of the MANUFACTURES manufacturing unit with this gadget outfitted `as popular` , it won't get you into problem (any-the place). ALL rules and legislations (in ALL Counties) have allowed for this gadget , as on the Consent to sell the automobile (by an approved Agent/broking), with-in its limitations and rules/legislations , and so on. , and so on. in short , if it`s allowed to be bought in Oregon .... it`s ok for the gadget to be activated at the same time as interior the Operation of the automobile. same for Washington , same for Tokyo , same for Brisbane...and so on. it`s a Volvo , isn`t it?

Check with your state legislature. According to the Florida Statutes Title XXIII, 316.220 "Headlamps on motor vehicles".--
(1) Every motor vehicle shall be equipped with at least two headlamps with at least one on each side of the front of the motor vehicle...
