I am from Former Yugoslav Republic of Macedonia... and we are well known world wide for our sheep herders.. one Risto Steffov is renown for carrying sheep on his back up steep mountian for 20 minutes without "glitsa" sheppards cane... I think this is world record.. which other country can do that!!! Only kazakhestan national herders can compete with us sometimes... no one else.

I guess it depends on how you define "best". The Macedonians are famous, but then so are the Basques. Other nationalities contribute skillful sheep-herding techniques. I'm not sure I'd include the Scots, as I hear from my English relatives that their skills fall more under "animal husbandry", if you get my drift...
