It is when the driver gets out of the car while it is rolling and dances next to the car before getting back in and taking off. There is a chance of damaging a vehicle or other property, but it isn't a huge issue if the participants use common sense.

Pretty much it is reference to putting a car into idle and rolling it while dance and such next to it and sometimes even on the car. It is refered to as ghost riding because it looks as though you are riding the car with nobody inside. Or at least that what it means in my city...
