You can cut them anytime that you want while the blooms are there. If you like some unopened blooms then just cut it when the look of the bloom appeals to you. When cutting lilies for bouquets, snip off only one third of the stem's length or you will weaken the bulb for future years. To make blooms last for a long time place them in cool water for several hours before displaying them in a vase. To ensure blooms for next year, make sure that you mulch them with Oak leaves or Pine needles to keep the roots cool throughout the summer and keep them watered well. In early spring next year scatter an all-purpose fertilizer, such as blood or bone meal over the planting area just as the stems begin to emerge from the ground. Fertilize again just before the flowers bloom.

Asiatic lilies are no different than any other flower when you cut them. You can cut them when they are fully open, beginning to open or even buds because the buds will open later. Just clip whatever length of stem you would like. Take along a pail of water and put the lilies in the water after to cut them.
