Well, I know I'm going to get blasted for this one, but, just from my own personal experience of having had sex with, literally, thousands of men (I am Gay, and I have no family attachments, and for sex I go to the bathhouses) including hundreds of Asians, especially Philipinos. I really have a strong love of Polynesians, Hawaiians, Samoans, and Philipinos. From my experience, most men belonging to those ethnic groups DO have small penises, on average about 30% to 50% smaller than the average caucasian male, and Black men IN GENERAL (not always) but in general, have the largest penises. And, lest they feel left out, I REALLY love Black men.
I am not trying to be racist, as I enjoy my partners no matter what race or ethnic background they come from.
There ARE differences in people's bodies due to their race. To deny that is just P.C. fascism run amok. There's nothing wrong with acknowledging the differences. Most Asians have the fold over the eyelid that produces their characteristic eye shape (which I think is quite beautiful), most people of "*******" (the anthropological term) descent have kinky or nappy hair, dark skin, and differently-shaped long muscle formation, and fully-rounded skulls compared to most Asians (Mongoloids, again the anthro term) whose skulls tend toward a flatter posterior, and who tend to have very little body hair, and of course, the fold over the eyelid, as well as usually a more slight stature compared to Caucasoids or Negroids.
Caucasians tend to have straight-to-wavy hair, and a predominance toward blue eyes, and skin that is more subject to melanomas due to sun exposure.
However, I will say that your question sounds quite childish because of your use of the word "wieners," not to mention the subject in general. Now, if you mean penis, say penis, not wiener. Act like an adult. Unless you mean Vienna Sausages, in which case, maybe the Asians and Philipinos you're referring to simply have the good taste to have Vienna Sausages on their dinner menu. I know I certainly enjoy them.

I'm pretty sure that the scientific community is in consensus that endowment is Gaussian in nature (most random variables are) and statistically independent of other random variables (ethnicity, nationality, ect.)
