Essentially I don't know the procedure as who to send it to. Is it supposed to be sent to the house or the senate. I was told I have to have a senator support the measure. Do I need to personally meet the senator to persuade him etc...

Write your Senator and ask him what the procedures are and what do you need to do to be prepared. Ask him if he/she will support you in this measure. Get some feedback so it will give you some insight of where you stand with your Senator.
Atleast you'll have some idea what your chances are.

You do have to have a senator bring the bill to the house/senate.
Why do you think millions of tax payers $ should be spent for the betterment of one person?

You can get either a Senator or House member to introduce it. Yes, you have to contact them. They don't just go introducing bills here and there. Contact the ones who represent you and tell them your story.

i think it would help to meet the senator. And you CAN meet them because some of my friends needed an interview and t hey got it. So be persistent. Go to yahoo/google searcha nd search your senator and call the office many times untill you have what you want.

only those in congress can submit a bill for consideration. you would have to go through them. NO one would initiate a bill for the benefit of one person, this should be handled on the local level. have them contact their local dhs office to see what assistance is available to them.
