It's probably just running a chkdsk to make sure nothing on your hard drive it corrupted. If anything is, it will be fixed. Just wait and it will continue loading Windows when it is finished.

When Windows does not close all files and the power is removed you get the error.
When the power was removed the Operating System had files open.
All you need to do is run a check disk on the OS partition.
Here is how to do that:
Open My Computer, right click on the C: drive, go to properties. Accross the top go to the tools tab.
On the tools page you will see a botton: Check Now, click that button, select 'Automaticlly fix file system errors', click start.
You will get a message that the check disk can not run because it can not get exclusive access to the drive..... Do you want to run on the next restart...' answer 'Ok'
When you start the computer again it will run the check disk, don't be impatent and cancle the check disk when you see the count down. If you cancle it will run again the next time you start the computer.
This is recommended to fix any corrupt files on your computer, it should realy be done at the time of the incident.

What operating system are you using?
If it's an older one, it'll say that then run a scandisk to make sure there was no damage done to the hard disk when turned off.
If your using XP or Vista, it does the same thing pretty much, just faster.
Let Windows run its little program or skip it. It's up to you. Just shut down the right way next time.

press and hold the power button till the computer shuts down, then wait about 1 minute, then press the power button and release the computer should fire up normal. if you get a screen stating the same message, then use the arrow keey to highlight something like"start up like normal" and press enter.
