who gets the win if its a tie game and the starter is pinch hit for and the pinch hitter drives in a run and then the reliever comes in?

The starter would get the win. The runs scored are credited to the starter and he would win the game provided the other team does not tie or go ahead later in the game.

If a starter is in the game and it's tied, he gets replaced by a pinch hitter and they score in that inning, and never lose the lead, assuming the pitcher completed the mandatory 5 innings, the starter would get the win because when the reliever comes in, the game is already ahead.

starter gets the win, he is still the pitcher of record until the reliever enters the game and throws a pitch. Think of it in terms of the pitcher throwing nine innings (like that would ever happen) and it remains tied going into the bottom of the ninth where his team wins it (with or without someone pinch hitting for the pitcher). He'd have to be the winning pitcher.

You can only get a win if the game is tied or you are losing at the moment you enter the game. In your description the reliever enters the game with a lead. The most he/she can get is a save, but even though he/she can not get a win they can still get a loss. (it is possible to get a win if the game gets tied again or the opponent goes up by a run and then your team comes back to win)

If the starter pitched five innings, and the team kept the lead the starter wins because he is the pitcher of record for that whole inning.

The starter gets the win since he is the pitcher of record until a new pitcher comes in.

The reliver because he would not be credited with the hit because that would be like barry bonds getting pinch hit for and the pinch hitter got the home run it wouldn't count.
