That's like saying how much does a car cost... it could vary hugely. Toshiba is a respectable brand yes, as are HP, Dell etc. My sister actually had trouble with her Dell one but they are always keep to help. I would recommend Sony as the best from experience but they start at quite a lot over what you want to spend. You might find some deals though.

ok freshman yr of college i bought a new toshiba, within 1 month i started having problems. it would automatically shut off on me. so i sent it in to get fixed and i didn't see it again for 4 months. in the mean while i get a mac ibook and havent had a problem since and that was 3 yrs ago. my advice is get a mac and you will never get a virus because 99% of viruses are made for pc's. also if you ever have a problem and need to send it in, you'll get it back 2 days later.

i find mac's to be very easy to use. it takes a few days to get used to it but i enjoy it a lot more than pc's.

also all the ibooks now come with a webcam already installed.

Toshiba is a good brand but I prefer Asus, an Original Equipment Designer. Many laptop makers are just system builders and buy their motherboards from Asus, Foxconn, etc. Asus is a top quality motherboard manufacturer that also makes laptops and video cards.
