it loses revs and you think it may stall then all of a sudden she picks back up again. could it be the filter

It's a diesel fuel problems change the filter bleed the system get all the air out. If the boat been sitting the fuel might have algae growing put some additive in and have a lot of extra fuel filters.

I used to live on a narrow boat which had a lister engine in it and a typical cause of this problem is that the engine is getting too hot.
I take it that this is an air cooled lister, well if so ,make sure that the cooling air inlet tube/pipe/cowl is fitted correctly and not damaged .If this is ok then check the fan which is inside a meshed cover at the back of the engine,if this is excessively dirty then the only way to clean it out is with a pressure washer.Any probs ask by email.

Check your valve clearances, it sounds as if they may well have closed up. valve seats, compression good, engine fires normally, valves heat up, expand and close the clearances right up, preventing the valve from closing properly.
Engine loses compression and power, valve temp drops and valves contract and start closing correctly again and the cycle continues.

If it continues you will burn out a valve / valves.

Very common problem on all 4 stroke motors.

Dirt or water in the fuel line by the sound of it. More likely the former.

suggest filter needs replacing or you have contaminated diesel , probably with water
