I don't think that it means you are dumb or that you wouldn't understand. Sometime's people do not feel in the mood to explain thing's or they may have thing's on their mind. Or it simply just would take ages to explain. It could even be that they don't know how to explain but they understand or have other things on their mind. Perhaps they are too excited about something else or worried about something, tired, stressed, in a hurry, sore throat or just not feeling well. So many diffrent reasons.. I don't think you can give one answer.. it basicaly means that it will take longer then the person wants for whatever reason. Or maybe they don't know.. you just can't tell with out asking... (not a good idea if it's because they are stresed!)

It means that
A) Doing so would be an exercise in futility because they assume that you would not be able to understand the point that they are trying to make
or
B) It would really take too long to explain

when someone says to you "IT WOULD TAKE TOO LONG TO EXPLAIN"? This mean she is either not positive to deal about the matter with you or it really takes long time to explain or she is not sure of the answer. Please request her positively.

This would be a good question in a Psych or Philosophy class.
If someone uses this phrase it could mean several things,
a) They don't know the answer
b) they don't want to take time to answer
c) they do not understand the question
d) don't want to be bothered with the question.

But seriously generally that means that they think you are too dumb to get it, not important enough to need to know, or they just don't want to tell you. Or they are running late and don't have time to explain it. Generally though its one of the first three.

They might be in a hurry at the moment (most obvious reason), can't think of a good way to explain it at the moment, or might not want to tell you. Could be a number of reasons.
