You know who! Can't say the name it's like saying evil out loud. What if all of Buks followers pleaded for his return? Anyone save their violation notices? Email back and ask for them to return Buk to us, and to remove the person who keeps taking him away on us.

Someone that isn't intelligent, but talks and is arrogant enough to think that he/she is. They are right up there with DUMBASSES. As far as the literal meaning...I have no idea about where that came from, or what it means.
