While I'm sure that a lot of people leaned towards Michael Moore, the fact that it was well written would be a vote for CBS News while the kook-quotient in the quote is highly suggestive of Kos or DU - but the real source is:

It doesn't matter who said it, because it is only a conspiracy theory. Conspiracy theories are fun intellectual exercises and offer a different way of looking at world events, but you aren't supposed to believe them.

Conspiracy theories are supposed to be used thusly: something happens, people wonder why, people examine the evidence, someone advances some conspiracy theories, those theories cause people to look at the evidence again, and finally the truth of the matter can be attained.

Conspiracy theories exist because 1) some people cannot accept the fact that sometimes bad things happen as the result of an accident or one person's extreme action and 2) people see what they want to see.
